Saskatchewan’s one-grant-per-space funding model takes effect amid provider concerns

Children play with wooden blocks beside an educator in a small rural child care room, with a row of empty chairs along the wall.

Saskatchewan’s new child care funding model came into effect July 1, limiting the provincial grant that bridges $10-a-day parent fees to one grant per licensed space rather than one per enrolled child. Providers say the change removes the incentive to offer part-time and drop-in spots — one rural centre licensed for 45 spaces but serving 82 children expects a shortfall of about $66,000 a year. The Opposition has called for a reversal, while Education Minister Everett Hindley says the changes are intended to protect the long-term sustainability of the province’s $10-a-day program. A story to watch for anyone following how provinces manage flexibility within CWELCC.
