Ottawa commits up to $5.4B as CWELCC heads into renegotiation
The federal government has announced up to $5.4 billion over two years, covering 2026-27 and 2027-28, to maintain affordable early learning and child care while the Canada-Wide Early Learning and Child Care program is, in the government’s words, strengthened for the future.
The funding is framed explicitly as stability money during a period of change. That framing matters more than the number. It confirms that renegotiation of the CWELCC agreements is now underway rather than under discussion, and it puts a two-year clock on the conversation.
For operators and educators, the practical question is not whether the money arrives. It is what the renegotiated agreements will require and fund, and who is at the table while that gets decided.
