New guide: Implementing the Seamless Day Model for school-board extended-day programs

The Waterloo Region District School Board, Building Blocks for Child Care, and the Atkinson Centre (OISE, University of Toronto) have released Implementing the Seamless Day Model: A Comprehensive Guide for School Board Extended-Day Programs (May 2026). It is a practical manual for delivering before- and after-school care as one continuous, high-quality day rather than a fragmented add-on.

The guide covers equity and access, affordability, high-quality care, partnerships, staffing, fee structure, finance and funding, technology for online registration, play-based programming, space requirements, and full-day camp programs, and is paired with a short video series. It draws on the extended-day pilots of the Ottawa-Carleton, Toronto, Waterloo, and Halton boards.
